Lavrov Arrives in Bahrain for Gulf-Russia Strategic Dialogue

Russian Foreign Minister Sergei Lavrov touched down in Bahrain on Saturday evening, the latest stop in Moscow’s steady diplomatic outreach to the Gulf. He was greeted on the tarmac of Bahrain International Airport by his Bahraini counterpart, Abdullatif bin Rashid Al Zayani, together with Russia’s ambassador to Manama, Alexei Skosyrev, and a delegation of Bahraini foreign ministry officials.

The visit sets the stage for the ninth joint ministerial meeting of the Strategic Dialogue between the Gulf Cooperation Council and Russia, scheduled for Sunday in the Bahraini capital. The gathering runs alongside the 168th session of the GCC Ministerial Council, according to a statement issued Saturday by the council’s general secretariat.

GCC Secretary-General Jasem Mohamed Albudaiwi said the talks would focus on deepening joint cooperation and exchanging views on a range of regional and international issues. Neither Moscow nor Manama has released a detailed agenda, though both sides have in recent years expanded their consultations on energy markets, maritime security and the Gulf’s shifting balance of power.

The dialogue format itself dates back to November 2011, when the first joint ministerial meeting in Abu Dhabi produced a founding memorandum of understanding. Since then, it has served as a channel for political coordination as well as economic, trade and energy cooperation, with education and scientific research later added to the agenda.

The eighth round of talks was held in Sochi in September 2025. Before that, in July 2023, Russia and the Gulf states had adopted a joint action plan running through 2028, meant to anchor their cooperation on shared priorities for the medium term.

Lavrov’s trip comes as Moscow works to keep a diplomatic foothold in a region where competition among global powers over energy alliances and security arrangements shows no sign of easing. For Bahrain, hosting both the GCC’s own plenary session and a high-profile Russian delegation in the same week underscores its effort to balance long-standing Western ties with an increasingly visible opening toward Moscow, against a backdrop of continued instability stretching from the Red Sea to the wider Gulf.
